An Israeli firm marketed itself for 'the modern era of information warfare' — and delivered: fake personas, a fake news outlet, AI-generated engagement, and interference from France's municipal elections to the NYC mayor's race.

You can now rent a fake public. BlackCore sells the rawest form of information control: not censoring what you see, but fabricating the crowd around it — inventing a news outlet, staffing it with AI-generated people, manufacturing a consensus that never existed. The documented core is FACT; two big attributions are carried as Citizen Lab assessments.

Citizen Lab examined BlackCore's own (then-public) site: 'an elite influence, cyber, and technology company built for the modern era of information warfare.' It offered hundreds of avatars across Facebook/TikTok/Instagram and claimed to control several thousand sockpuppets. Three services: 'Discourse Dominance' (flooding), 'Organic Engagement,' and 'Counter Operations' (disrupting dissent). A catalogue of covert manipulation, sold openly.

Reuters (May 13, 2026): France probing whether BlackCore interfered. Viginum — France's official foreign-interference watchdog — confirmed (June 11) BlackCore targeted the municipal elections, and added it also interfered in New York, Scotland, Togo, and Angola. Le Monde, Le Canard Enchaîné, and a Haaretz–Libération investigation detailed an anti-left ('Islamization'-narrative) campaign traced to Tel Aviv. A national government's own finding.

Meta's Aug 27, 2026 Adversarial Threat Report: it disrupted 'a Coordinated Inauthentic Behavior network originating in Israel' targeting France, UK, Australia, Iran, Togo, Gabon, Angola, and the US — assessed as 'an influence-for-hire operation, likely run on behalf of a number of distinct clients.' It used AI fake accounts to mass-produce comments ('Mother-Child'), pushed anti-Muslim narratives in France/UK/Australia, anti-government content in Iran/Angola, and aimed bots at the NYC mayoral campaign. Citizen Lab assesses this is likely BlackCore — carried as an assessment.

Citizen Lab reconstructed one op: a 14-week 'training' for the Angolan government that ran a live influence campaign.

From BlackCore's exposed 'Angolan Government Campaign' page and a leaked final report: a program begun Jan 19, 2026, 14+ weeks, 40+ content pieces, built around a fabricated outlet 'Agita News' (backstopped by agitanews[.]net) and AI-image fake personas ('Dorivaldo Kiala,' 'Gancho Atalaia'), tracked in an 'FB Activity' sheet; some posts hit 20,000–50,000 likes (Angola has ~6M FB users). Citizen Lab verified aliases against real removed accounts and Hebrew metadata pointing to an Israel-based creator; it assesses the training 'highly likely' occurred as described.

An 'Architecture for State communications' — off the shelf.
BlackCore's Angola pitch promised 'a professional, robust, and scalable Architecture for State communications,' and its menu sold targeted attacks and 'narrative disruptions.' Any well-funded client can now buy turnkey manipulation — fake outlets, fake crowds, AI engagement — without building it. And it's arriving as the guardrails fall: platforms have gutted trust-and-safety, and there's no consistent framework for privatized influence ops. BlackCore got caught only because it left its files exposed. Same Israeli private-manipulation industry as the Palestine Laboratory and Toka — but here the target isn't a phone or a camera feed.
