How the CIA Experimented on People.
They erased memories with drug-induced comas and electroshock. They dosed prisoners and students with LSD without meaningful consent. And they cannot claim they did not know the harm — a notorious study a decade earlier had already proved it.
The CIA ran non-consensual human experiments that destroyed people — and the destructive power of deliberately inflicted psychological trauma was already documented years before the program began.
The dosings are fact. The downstream effects are posed, not asserted — and the deck keeps that line.

The 1939 'Monster Study' — NOT a CIA project — already proved this kind of abuse destroys people.
University of Iowa researcher Wendell Johnson subjected 22 orphaned children to relentless belittling of their speech; several developed lasting anxiety and psychological problems. It had no connection to the CIA or the military — we include it only as the ethical baseline. Iowa apologized and the state settled a survivors' suit for about $925,000 in 2007. By 1939 the harm was documented.
Dr. Ewen Cameron erased patients' minds at the Allan Memorial Institute — CIA-funded, MKUltra Subproject 68.
At McGill's Allan Memorial Institute, Cameron subjected patients admitted for ordinary complaints to 'depatterning' and 'psychic driving' — drug-induced sleep, electroshock at many times standard intensity, and looping messages played for hundreds of hours. Patients emerged with catastrophic, permanent memory loss. Funded via the CIA front the Society for the Investigation of Human Ecology. Victims won compensation in Orlikow v. United States (settled 1988).
Author Ken Kesey was dosed with LSD in a government drug study tied to the CIA's MKUltra-era research.
Around 1959–60, Stanford graduate student Ken Kesey volunteered for a paid drug study at the Menlo Park veterans' hospital where subjects were given LSD, psilocybin, mescaline and other psychoactives while observed — documented as part of MKUltra-era research. The dosing is fact; the popular framing that it 'backfired,' turning Kesey into a psychedelic evangelist who helped catalyze the counterculture, is the widely accepted account, presented as attributed, not as proven cause and effect.
James 'Whitey' Bulger was given LSD repeatedly in a covert prison study. Whether it worsened his later violence we do NOT assert.
Imprisoned in Atlanta in the late 1950s, Bulger was enrolled — told it was medical research, promised reduced time — in a study that dosed him with LSD on a recurring basis, connected to MKUltra drug research. He wrote of insomnia, hallucinations, and paranoia he blamed on it. That he was dosed is documented; whether it worsened his violence is his own claim and his biographers' speculation, which we pose, not assert — he was already a violent criminal before Atlanta.
Ted Kaczynski endured a brutal Harvard psychology study — but the claim that it was MKUltra-funded is contested.
From 1959–62, Harvard undergraduate Kaczynski was a subject in Henry Murray's study, in which students' deepest beliefs were met with hostile, humiliating interrogation. That the study was real and abusive is FACT, and Murray had worked for the OSS (the CIA's wartime predecessor). But the widely repeated claim that the study was itself MKUltra-funded is not firmly established — asserted in popular accounts, disputed by others — so we grade the MKUltra link SOME_SMOKE. Alston Chase's radicalization thesis is his argument, attributed; Kaczynski himself downplayed the study's lasting effect.
The CIA did shape culture by covert design — the documented case is the Cultural Cold War.
Through the Congress for Cultural Freedom (1950–67) and fronts like it, the CIA secretly funded magazines (including Encounter), conferences, and exhibitions, and quietly promoted American Abstract Expressionism as proof capitalist democracy produced freer art. The covert funding was exposed in 1967 and documented by historian Frances Stonor Saunders. It establishes the documented floor beneath the more speculative questions — it makes them fair to raise without making the answers proven.

Why it matters, and where it connects.
This is the doctrine turned on individual citizens — prisoners, patients, students — under the same charter that let MKUltra run without oversight. Cameron's Subproject 68 is the direct seam into the MKUltra investigation; the Cultural Cold War thread — steering what a population reads and believes — runs into Sowing Division. One doctrine: experiment on the person, and shape the culture around them.
