FALSE / MISLEADING
FBI internal memo (Sept 24, 2001): the Newark and NY divisions 'determined that none of the Israelis had any information or prior knowledge regarding the bombing of the World Trade Center' and 'none were actively engaged in clandestine intelligence activities in the United States.' They were deported for visa violations, not terrorism.

The 'dancing' detail was fabricated — and first surfaced from the father of a 9/11 hijacker.
FACT
No witness said 'dancing.' The eyewitness said 'jovial,' 'high fives,' 'horsing around'; the FBI called them 'The High Fivers.' The 'danced in celebration' claim first appears in Mohammad Atta's father's interview with Egypt's MENA agency (USA Today, 'Conspiracy theories say Israel did it,' Sept 28, 2001).

The documented core: five Urban Moving Systems workers detained, held ~2 months, released without charges, deported.
FACT
Low-level employees of a scam-prone NJ moving firm, stopped in a van the afternoon of 9/11, held on immigration violations, deported to Israel by November and barred 10 years. The FBI's exculpatory report was never publicized — it surfaced only via FOIA, which is part of why the conspiracy metastasized.

What keeps it from a clean nothing: the employer fled, and a few remarks were never explained.
SOME SMOKE
Urban Moving Systems' owner Dominik Suter left for Israel before full questioning; one detainee reportedly said 'Israel now has hope that the world will now understand us.' Whether some were low-level intelligence 'watchers' (NOT plotters) is unresolved. That narrow question is SOME SMOKE; the '9/11 plot' claim above it is FALSE.
Declassified
The leap from 'high fives' to 'dancing in celebration' to 'Israel did it' was made by the father of the man who flew Flight 11 into the North Tower.
§7 · Why it matters now
The best way to kill a smear is to read the file.
'Dancing Israelis' is the load-bearing slogan of antisemitic 9/11 conspiracism, and it works because almost no one has seen the FBI record. Reading it dismantles 'Israel did 9/11' at the source — while refusing the opposite reflex of pretending an incomplete file is a closed one.
