MKUltra ran non-consensual human experiments for two decades under a charter that exempted it from oversight — then destroyed its own operational files before anyone could read them.
Senior officers knew, contemporaneously, that the program was legally and ethically indefensible — and chose to continue it, then erase it.

1977 Senate Select Committee on Intelligence joint hearings
Allen Dulles chartered MKUltra by memo on April 13, 1953, with a 6% budget exemption from normal oversight.
DCI Allen Dulles signed the memo establishing MKUltra as an umbrella for research into chemical, biological, and radiological materials to control human behavior. The charter let it spend up to six percent of the CIA research budget without normal oversight. That exemption, plus the direct Gottlieb→Helms→Dulles reporting line, is what let it run twenty years without meaningful internal review.
In 1963 the CIA's own Inspector General told them to stop dosing unwitting subjects. They overrode him and continued for ten more years.
IG John Earman audited MKUltra in 1963 and recommended ending the non-consensual dosing, on the grounds that the risk to subjects and to the agency was disproportionate to the intelligence yield. Helms and Gottlieb prevailed on DCI John McCone to reject it. Dosing continued through 1973. The audit is a surviving primary document proving they knew, contemporaneously, that the program was indefensible.
In January 1973 Helms ordered the operational files destroyed; only 16,000 pages of financial records survived by accident.
On his final days as DCI, Helms ordered the operational files of MKUltra, MKSEARCH, and MKNAOMI destroyed; Gottlieb supervised it personally. Only a separate finance file was missed. The Church Committee characterized the destruction as an obstruction of congressional inquiry. Everything the page establishes was reconstructed from those 16,000 pages, participant testimony, and what victims proved in court.
Ewen Cameron's Subproject 68 subjected at least 100 psychiatric patients to 'depatterning' and 'psychic driving.' The victims won in court.
From 1957 to 1964, CIA-funded Subproject 68 at McGill's Allan Memorial Institute combined massive electroshock, drug-induced coma of up to 65 days, and total sensory deprivation, then looped audio tapes for weeks. Most subjects were women who came in for depression or anxiety. The 1988 Orlikow v. United States settlement paid $750,000 to nine named plaintiffs; Canadian federal compensation followed. The record is not disputed.
Gottlieb dosed Army scientist Frank Olson with LSD without his knowledge; nine days later Olson fell to his death. The dosing is fact; the manner of death is not resolved.
At a November 1953 retreat Gottlieb spiked the after-dinner Cointreau with LSD. Olson became acutely disturbed and, on November 28, fell from a tenth-floor window. The Ford White House apologized and paid the family $750,000 in 1976. A 1994 exhumation by pathologist James Starrs found injuries more consistent with a blow than a simple fall. The dosing and death are FACT; whether it was suicide, accident, or homicide is not resolved — and we say so.

The claim that a 1952 ARTICHOKE memo proves a CIA program to use real vaccines to control the American population's minds.
The single most consequential piece of 2026 MKUltra misinformation. The memo contemplates fake vaccinations as an interrogation delivery mechanism for individual foreign detainees — not a mass population program. The National Security Archive flagged the misrepresentation in a June 29, 2026 pre-hearing warning: vaccines 'had as much to do with MKUltra as Coca-Cola, beer, or cigarettes.'
The claim that MKUltra produced a working 'Manchurian Candidate' — a subject reliably programmable to act against his own will and knowledge.
The primary record does not support it. Gottlieb testified to the Church Committee in October 1975 that MKUltra was 'probably not a high pay-off program,' and Marks's 1979 reconstruction reached the same conclusion: substantial harm, no reliable operational capability. Almost everything else in the popular memory of MKUltra descends from a fictional overreading of the record.
That roughly 40 boxes of JFK/MKUltra records were pulled back from ODNI declassification review by CIA in early 2026.
Surfaced at the June 30, 2026 House Oversight hearing and in Chair Luna's preservation letter to the CIA General Counsel. The dispute is genuine and worth pursuing. But it has not been corroborated by any document release, and the NSArchive's read is that the withheld records are almost certainly financial and administrative — because the operational files were destroyed in 1973. The dispute: real. The 'suppressed operational secrets' framing: unsupported.
Why it matters, and where it connects.
MKUltra is not an isolated horror — it is the charter case for a doctrine: that covert authority, once granted, justifies operations against Americans that overt authority would refuse. The same Subproject 43 principal, Louis Jolyon West, runs into the JFK threads — his 1964 evaluation of Jack Ruby, his Haight-Ashbury clinic during Manson's recruiting years — which the page grades separately and carefully. The doctrine reappears in MHCHAOS, the contra-cocaine networks, and the Phoenix Program. It is one web, and this is where it was chartered.
