The Palmer Raids.

The founding act of federal political policing in the United States, and the twenty-four-year-old who ran it. Between Nov 1919 and Jan 1920 the DOJ arrested at least 3,000 people without warrants and deported more than 500 — through a new office run by J. Edgar Hoover. Palmer wrote it down himself.
