A CIA-directed program set out to 'neutralize' a civilian political infrastructure in South Vietnam. Its director testified to the death toll before Congress — then rose to run the CIA.

§5 · Graded Claim
Phoenix was an interagency program under CORDS with CIA direction to 'neutralize' the Viet Cong civilian infrastructure — informant networks, interrogation centers, and neutralization quotas.
FACT
Running 1967–1972, its design is widely documented to have produced abuses, torture, and the killing of misidentified civilians, as neighbors, rivals, and coerced informants fed names into a system rewarded by the count. We report the structure and the documented pattern of abuse, and attribute specific atrocity accounts to the investigations and testimony that recorded them.

William Colby oversaw Phoenix and defended its body count before Congress in 1971. In 1973 he became Director of Central Intelligence — and terminated Operation CHAOS.
FACT
The same figure sits at the abroad end of 'neutralizing' a political infrastructure and at the home end of dismantling the illegal surveillance of anti-war dissenters. It is a symmetry the record documents, not an inference — and it is the direct hinge to the companion MHCHAOS piece.

Phoenix is the doctrine at its sharpest edge abroad — covert authority applied to the systematic 'neutralization' of a civilian political structure. Its hinge to the rest of the CIA Crimes web is Colby himself: from the Phoenix body count to the DCI's chair, where he ended the domestic CHAOS surveillance. The same institutional logic runs through MKUltra and MHCHAOS — one doctrine, many theaters.
