After the Clinton White House, Emanuel earned a reported ~$16 million in about 2.5 years at investment bank Wasserstein Perella, then was appointed to Freddie Mac's board (2000–2001); regulators later found that board failed its oversight as the firm misstated billions. 2011: six of twelve public mental-health clinics closed. 2013: nearly 50 public schools closed in one wave — the largest in American history — overwhelmingly in Black and brown neighborhoods, over residents' warnings. Meanwhile tax-increment-financing subsidies flowed to downtown development. Cut where the poor rely; subsidize where capital sits.

His administration withheld the Laquan McDonald police video for ~13 months — released only under court order, days after his re-election.

A Chicago officer shot 17-year-old Laquan McDonald 16 times (Oct. 2014). The city paid a $5M settlement before any suit was filed and fought to keep the dashcam video secret; a judge forced its release in Nov. 2015, after Emanuel's April 2015 re-election. The officer was charged with murder the day it came out. Timeline = FACT; the motive is the inference.
