Two stories, one commodity. The documented network — Rivera's conviction, the Lever-mapped lobbying web, Trafigura's bribery plea — is FACT. The newer '$11B theft' thesis (Bessent's 'asset' vs. the EO's 'custody') is a strong-source allegation we have NOT verified against the primary record, so it's SOME SMOKE and posed as questions.

Rubio's closest political ally was convicted of secretly lobbying for the Maduro government.
FACT
David Rivera — former GOP Miami congressman and, for two decades, Rubio's closest ally ('Batman and Robin') — was convicted in Miami federal court of acting as an unregistered foreign agent over a secret $50M campaign to lobby the first Trump administration to normalize relations with Maduro, paid through CITGO's parent. Associate Esther Nuhfer convicted too. Rubio — now Secretary of State, whose department signs off on Venezuela policy — testified at the trial.

The Lever mapped it: from PDVSA/CITGO through Rivera's $50M contract, to sanctioned oligarch Raúl Gorrín (US-indicted; owns Globovisión), whose company is reported to have paid $450K to Ballard Partners — the Trump-tied lobby firm whose former partner Susie Wiles is now Trump's White House chief of staff. Trafigura pleaded guilty March 28, 2024 in US federal court to FCPA conspiracy — bribing Petrobras officials 2003–2014 — and paid >$126M. That a felony-convicted foreign-bribery firm, <2 years past its plea, is marketing another country's seized oil revenue is the detail this file surfaces. The conviction is FACT; the current no-bid role is drawn from theleahfiles' account.

The $11B question: an 'asset' on the balance sheet, or Venezuela's property held 'in custody'?

theleahfiles' allegation, presented as hers pending our check: she reports Bessent told Congress the money is 'one of the largest assets ever to go on the US balance sheet,' while the Jan 9 EO calls it 'property of the Government of Venezuela' held 'solely in a custodial' capacity — 'the difference between a bank and a thief.' Plus a Daily Treasury Statement analysis: ~$14.5B in since January vs. a $3.4B norm (~$11B extra), ~$3.5B documented returned, ~$7.5B unaccounted. Now verified: the Bessent quote — RawStory/Portside/Washington Signal confirm he called the seized oil money 'one of the largest assets to ever go on the U.S. balance sheet' and refused Congress a total (the Casten exchange); and the Feb 5, 2026 DTS shows the 'Dept of State' line at $514M in a day (~10x anomaly, though labeled only 'Dept of State,' so the Venezuela attribution is inference). Still unverified: the EO text (the other half of the contradiction) and the aggregate $11B/$7.5B. Bessent's 'asset' framing + refusal to account = FACT; the theft conclusion stays SOME SMOKE, posed as questions.
§7 · Why it matters now
'To the victor belong the spoils' — but the order says it isn't ours.
Whatever the accounting shows, the structure is worth seeing whole: the US strangled Venezuela's economy for years, removed its government by force, and now controls the revenue from its oil — with a convicted bribery trader, a businessman named in a billion-dollar laundering case, a lobby network reaching the White House chief of staff, and a Secretary of State whose closest friend was just convicted of working for the same country. The President says 'to the victor belong the spoils'; the EO says the money is Venezuela's, only held. Both can't be the operating principle. Congress is owed the total, the agreement, and the accounting — and that ask doesn't require us to have proven the theft.
